originally it was expected that the HARP launch sites can be appropriately located in the wilds of northern Quebec near the McGill, but the Donald Mordell have another idea for this. The ultimate goal of the HARP project was the enhancement or development of a satellite launcher. but better. At that time McGill University was supporting the two research stations on the island of Barbados. And Donald Mordell have the opinion that the island would be  make an excellent location for the high altitude flight range gun.

In the starting of 1960's Barbados are  still a relatively diminished nation. They are more then happy to host the project with the capability of HARP. And at 13 degrees north of the equator, Barbados are an excellent site for satellite takeoffs. And this is also allowed for thousands of miles of downrange area above the Atlantic Ocean for the safe impact of researches.

In the October of 1961 Gerald Bull went down to Baltimore, Maryland, to visit his old friend Charles Murphy, and become head of the United State.  (BRL) Army's Ballistic Research Laboratory. Murphy,  was an old weaponry man. The project with the capability of HARP was a soft sell. Murphy was so excited to join, in fact, that within some days he had located and developed for the project the largest weaponry piece in the American weapon store - a 16-inch battleship gun complete with a property amount and surplus powder charges. BLR also contributed in the heavy-duty crane to move the gun and a $750,000-dollar radar tracking system. And they was promised that these all of those items can be delivered can be soon as a launch site was finalized.

 But Army support was more than purely scientific. But at that time the US Army was in a political battle with the US Air Force over the control of the new domain of space. After all, the  Army rocket was launched the first US satellite that after the skyrockets of other services has failed. And US Army was decided to capitalize on its successes. Harp is seen as a means of upholding a hand in space defense research can be declaring that they are only contributing to a most important research project that was reviewing this very long range weapon ballistics. In the  US Army would lose out to the Air Force for the control of space operations and this ongoing political battle would later prove a grave interference to the development of the Maltreat 4 satellite launcher.

And this Everything looking blushing and the starting development of the Harp services has proceeding smoothly. However Bull's political enemies work together to defeat Harp before it has been started. It is started when the Department of Defense Production in Ottawa rejected the $500,000 grant that they can vocally promise in the season spring. The official reason give  that the McGill was not an 'industrial concern'. he have a private corporation which for he applied, the grant would have been given. Memorandums and insinuation began to fly around the Ottawa claiming, among the other things, that Harp cannot be open up with any new possibilities.
